Position Summary

As a key member of the RBCI Growth team, the Proposal Coordinator/Writer will be instrumental in expanding the company's business development initiatives. They will diligently support the full lifecycle of proposal development by providing effective coordination, communication, writing, editing, and formatting services in accordance with proposal best practices and procedures. Their exceptional attention to detail, strong organizational skills, and creative solutions will enhance RBCI's ability to submit timely and winning proposals, maintain and build productive relationships with teaming partners, provide exemplary support to clients, and ultimately boost RBCI's contract award success rate.

Note: RBCI responds to a variety of government-issued solicitations, including requests for proposal (RFPs), requests for quotation (RFQs), requests for information (RFIs), sources sought notices (SSNs), and market research surveys. For simplicity's sake, we use the term "RFP" to encompass all solicitation types and the word "proposal" to indicate a response to any kind of solicitation.

Duties & Responsibilities
  • Develop proposal outlines using established templates. Systematically incorporate RFP reference content, including instructions to offerors, evaluation criteria, and performance work statements (PWSs)/statements of work (SOWs), to ensure compliance with RFP requirements.
  • Carefully monitor RFP listings associated with in-process proposals. Analyze the impacts of any amendments/notices on proposal development, determine appropriate courses of action, and communicate updates to proposal team members.
  • Ensure teamwide adherence to established proposal schedules. Determine and enforce necessary schedule changes based on RFP updates and/or proposal development progress.
  • Coordinate with proposal team members and other company stakeholders to gather, compile, and submit RFP questions to the government on time.
  • Develop and disseminate proposal-related materials for teaming partner involvement. Customize established templates and boilerplate content for email transcripts, opportunity summaries, self-assessment surveys, data calls, and capabilities matrices. Analyze information gathered from partners and include it in proposals as appropriate.
  • Incorporate and customize proposal boilerplate content, such as program management plans (PMPs), staffing and transition plans, and quality control plans (QCPs), to suit specific RFP requirements.
  • Write clear, persuasive, and concise proposal content, including technical approaches, management plans, and past performance references, by:
    • Analyzing and incorporating existing internal documentation to leverage the company's capabilities and experience.
    • Conducting independent research to gather insights and supporting data that is current, relevant, and aligned with industry standards and innovations.
    • Collaborating with subject matter experts (SMEs) across various disciplines to gather technical insights and integrate expert knowledge.
    • Using AI software tools (as necessary) to produce highly relevant, data-driven, language-optimized content, making sure to strategically prompt the software and thoroughly review/revise its outputs.
  • Collect, revise, and format resumes for proposal key personnel in compliance with RFP requirements.
  • Create and edit basic proposal graphics, such as organizational charts, project timelines, process flows, diagrams, graphs, etc.
  • Facilitate collaborative proposal reviews, including full color team reviews, by distributing proposal documentation, maintaining version control, collecting feedback, and combining files.
  • Review, edit, and synthesize all proposal input, ensuring total clarity, compliance, and coherence. Combine and revise content from multiple writers to achieve "one voice" throughout the proposal, ensuring that it reads as a unified message.
  • Ensure proper formatting of all proposal text, tables, graphics, and other components by adhering to and implementing established style guidelines.
  • Proofread and format text effectively and efficiently, making quick, real-time decisions that promote clarity, consistency, and uniformity.
  • Fulfill proposal responsibilities as a teaming partner to other prime contractors by responding to data calls, completing capabilities matrices, attending status meetings, writing/reviewing proposal content, and meeting other requests completely and on time.
  • Continually monitor federal government acquisition databases for new RFP listings. Summarize and distribute key information to internal team members and external partners (as necessary) to help determine interest and make pursuit/bid decisions.
  • Assist with other administrative duties as assigned.
Qualifications
  • Bachelor's degree in business, marketing, communications, journalism, English, or a related field (highly relevant experience may be considered in lieu of a bachelor's degree)
  • 2+ years in a professional position
  • Excellent proficiency in Microsoft Word, including the ability to use advanced features and tools
  • Proficiency in other standard Microsoft Office applications, including PowerPoint, Excel, Outlook, Teams, and SharePoint
  • Proficiency in Adobe Acrobat Pro
  • Outstanding attention to detail and ability to follow instructions
  • Excellent personal and communication skills, verbally and in writing
  • Strong time management and organizational skills with the ability to prioritize and multitask
  • Ability to solve problems and make decisions independently
  • Experience using AI tools to create written content
  • Basic understanding of current and emerging information technology (IT) concepts

Note: Qualified candidates will be required to complete "challenges" as part of the interview process; advancement will depend on the results of these challenges.

Preferred Qualifications

  • Proposal coordination and/or writing experience
  • Knowledge of proposal and/or business development best practices for government contractors
  • Familiarity with federal government agencies, especially the Department of Veterans Affairs (VA) and Department of Defense (DoD)
  • Knowledge of federal acquisition processes and procedures
  • Experience creating graphics
