cBEYONData is looking for a Strategic Process Improvement Analyst - Army Pay to assist our client in the transformation of their business system landscape. The candidate requires knowledge of the Army Military Payroll Processes and will be responsible for helping the customer design and achieve the optimal, integrated business process solution. This Subject Matter Expert (SME) will work closely with a functional team and system engineers to analyze complex business processes and functional requirements with the goal of translating requirements into technical specifications, help system integrator understand requirements and review the developed system to confirm requirements are met. In addition, the candidate will be responsible for developing end-to-end business process work products and deliverables to educate and guide decision makers.

Responsibilities:

  • Serve as the SME on Military Payroll to guide and integrate diverse stakeholders
  • Rationalize and harmonize current HR (specifically payroll calculation) and financial end-to-end business processes to facilitate a common software platform
  • Have an understanding of current business processes and develop proposed courses of action for a future state architecture
  • Work closely with the functional requirements team to help prioritize and group requirements into work packages supporting a government capability implementation plan
  • Validate current business processes used to deliver capabilities
  • Analyze and develop solutions that facilitate process improvement, while maintaining data integrity and classification
  • Conduct proactive and consistent research to identify process improvement opportunities including areas of focus, scoping of the project, prioritization, key deliverables and successful outcomes
  • Participate in Agile delivery as a SME to provide, refine, and confirm requirements are met
  • Work with solution architects, functional and programmatic offices, system integrators, and stakeholders to communicate and advocate for proper understanding of requirements and prototype solutions
  • Part-time on client site may be required

Requirements:

  • Secret clearance or ability to obtain Secret clearance (U.S. citizenship required)
  • 5 years or more direct experience including experience with Army or Navy Military Pay
  • Bachelor's degree in applicable field
  • In-depth knowledge of Army or Navy business processes (e.g. DFAS DoDFMR entitlements like Base Pay, Incentive Pay, Special Pay, Housing Allowances)
  • Ability to be self-directed and identify problems and solutions with little direction
  • A self-starter with a strong work ethic who sets high standards for self and demonstrates enthusiasm for the mission of the team
  • Strong organizational, interpersonal and presentation skills
  • Strong communication and leadership skills across a variety of user communities
  • Ability to manage multiple lines of effort and competing priorities and ensure successful mission accomplishment across all lines
  • Experience applying agile methodology to project execution
  • Ability to tie execution of project plan and associated results to strategic framework/CONOPS
  • Proven consulting experience
  • Strong oral and written communication skills, with the ability to confidently present ideas and processes to stakeholders with varying levels of technological experience
  • Ability to work both independently and in a team environment with professionals of all levels
  • Ability to multi-task and handle multiple projects at the same time
  • Exceptional problem solving, critical thinking and analytical skills
  • Demonstrated ability to develop the information needed to make informed decisions (providing options with pros, cons and risks)
  • Experience with complex problem-solving strategies. Able to determine the source of a problem and find effective solution(s) through an in-depth evaluation of varying factors. Strong capacity for abstract reasoning and creative visioning
  • Demonstrated experience in leading cross-functional teams

Preferred Qualifications:

  • Experience with BOTH Active and Reserve military pay
  • Agile experience decomposing a Payroll IT Implementation into Epics
  • Agile certification
  • Experience with legacy Army or Navy Military Payroll systems such as DJMS-AC, DJMS-RC, RLAS, AFCOS and DAMPS
  • Experience with Navy or Air Force's similar transformation work
  • Ability to assess technology solution capabilities against business processes to determine fit and gaps
  • Master's degree in a related field
  • Experience with Navy or Air Force's similar transformation work
  • Experience with Peoplesoft Global Payroll system implementations
  • Ability to familiarize and stay current with Army Human Resources systems, policies and procedures
  • Experience supporting the development of proof of concepts / proof of principle in government provided environments to validate technical assumptions
  • Experience with working complex projects remotely
