The ProteQ team possesses extensive experience in managing complex programs and cross functional teams that develop, integrate, test and transition technology for defense applications focused on the maritime domain. With deep expertise in manned and unmanned undersea systems and operations, the ProteQ team provides its clients with functional expertise ranging across technician, engineering, operations, and executive leadership.

ProteQ is seeking a Financial Analyst III as a support contractor onsite at the Office of Naval Research in Arlington, VA. Telework may be authorized at the client's discretion. The Program Analyst will support one or more Science & Technology (S&T) Program Officers and the Business Financial Manager and be assigned to directly support the efforts on capturing findings and recommendations, and assisting with the overall implementation of a comprehensive financial management agenda.

Responsibilities

  • The contractor shall assist Program Officers and other government personnel drafting funding documents and Purchase Requests (PRs), managing internal workflows and other tasks using the following software tools:
    • Navy Enterprise Resource Planning (Navy-ERP)
    • Computer Optimized Batch Reconciliation Application (COBRA)
    • Contract/Grant Award Management Information System (CAMIS)
    • Document Retrieval System (DRS)
    • Microsoft 365 (Excel, Outlook, PowerPoint, SharePoint Online, Teams, etc.)
    • Navy/Marine Corps Intranet (NMCI)/FlankSpeed
    • Program Budget Information System (PBIS)
    • Procurement Integrated Enterprise Environment (PIEE)
    • Other software as required
  • Create and analyze monthly, quarterly, and annual reports and assist department management in the preparation of managerial documents which includes, but is not limited to, annual Program Objective Memorandum (POM) submissions, Research, Development, Test and Evaluation (RDT&E) Budget Item Justification Sheets, R-2 Exhibits and program descriptions including briefs, handouts, web material, and mailings.
  • Track availability and use of funds (commitments, obligations, and expenditures), review financial documents and plans for impact on program objectives and requirements to assist Program Officers to optimally allocate resources to ensure programmatic benchmarks are met.
  • Interact with Financial Management and Contracting Offices to ensure financial actions move efficiently through workflow processes.
  • Assist in drafting and coordinating financial and contractual activities from the entry of proposals through initiation of funding, program execution tracking, verification of receipt and adequacy of deliverables, and payment activities.
  • Assist Program Officers with drafting financial and programmatic summaries and responses to internal and external data calls from senior Department of Defense (DoD), Department of the Navy (DoN) and Congressional members.
  • Prepare funding and other supporting documents for procurement packages (Contract and grant checklists, DD254, Contract Data Requirements Lists (CDRLs), etc.) for contracts and grants.
  • Perform financial reviews and analysis to protect against federal anti-deficiency violations, internal procedural and accounting errors, and any other applicable problems associated with sources and usage of funds.
  • Conduct Dormant Account Review - Quarterly (DAR-Q) reviews and prepare supporting documentation.
  • Other duties as assigned by BFM, PA Lead, and/or Director of Government On-site Support.

Candidate Qualifications
  • Active SECRET clearance or ability to obtain a SECRET clearance.
  • Bachelor's degree from a fully accredited college or university with at least five (5) years of verifiable experience providing business and financial support to organizations with S&T and/or R&D missions.
  • Three (3) years experience with Navy-ERP or SAP-ERP software and Microsoft Office/365 suite of tools. (Outlook, Excel, PowerPoint, Teams, Power BI, etc.)
  • Basic to advanced understanding of governmental financial transactions and Planning, Programming, Budgeting and Execution (PPBE) cycle.
  • Three (3) years of experience extracting and efficiently organizing cost analysis information for technical programs.
  • Three (3) years of experience in tracking availability and use of funds and review financial documents and plans for impact on program objectives and requirements. This may include, but is not limited to, program specific financial issues related to deficiencies, excesses, trends and imbalances that directly impact execution benchmarks.
  • Three (3) years of experience assisting in the annual budget phasing and planning process and assist Program Officers/Managers in developing their spend plans.
  • Three (3) years of experience responding to Data Calls which include, but are not limited to requests for information from multiple sources concerning technical, programmatic and financial aspects of programs.
  • Three (3) years of experience planning and executing meetings, workshops, and program reviews at a scale that may include a dozen participants from multiple businesses, universities, and/or government organizations.

Additional Desired Skills
  • Advanced proficiency with Navy-ERP and Microsoft Excel.
