Position Summary:

ISI is looking for an experienced commissioning specialist and leader with expertise in the construction industry to provide Owner's Representative construction management services to a DoD client. The Commissioning Specialist II will support a DOD client looking to manage $300M+ in ongoing construction projects of various sizes and complexity. The commissioning specialist will provide a wide range of commissioning support, and construction management support services to assist the DOD client. The position will support more senior government project managers and fellow contractor project managers, who will work as part of a larger construction program. The ability to lead and work as a team AND work independently are critical. ISI is seeking an individual who will be a clear communicator, takes initiative and embraces project ownership. This position will provide direction and mentorship to more junior teammates.


Responsibilities:

Responsible for commissioning activities to include review of contractors proposed plan, verification and monitoring of testing, troubleshooting failures and review of final submission.

• Assists all parties in achieving commissioning goals for the program by providing technical and procedural oversight during all phases of projects.

• The Subject Matter Expert in their field.

• Must have the personality and interpersonal skills to work respectfully and communicate confidently with construction contractors about the practical mechanics of construction trades.

• Regularly prepares and presents project status briefings, develops and maintains performance matrixes, prepares well-written technical reports. Prepares written and oral reports to Government leadership and program managers.

• Must be willing to work 5% of the time outside normal duty hours to include during nights, weekends, and holidays as needed to observe contractor commissioning activities.

• Must be able to work independently and as part of an Integrated Project Team to deliver for the client as the Owner’s Representative.

• Serve as the Owner's Representative to the Commissioning Authority for building Mechanical, Electrical, Plumbing (MEP), and Fire Protection systems.

• Support the project planning team by identifying commissioning requirements in scope development to be addressed by the design and construction contractors.

• During design, the candidate will review submittals and design drawings from the perspective of building commissioning and systems maintenance requirements of the building owner/facilities manager.

• During construction, the Commissioning Specialist will review the contractor's commissioning plan and attend activity preparatory meetings, inspections, and project progress meetings to document/verify compliance.

• Attend all commissioning activities, functional and integrated testing/balancing, and observe/document the contractor's commissioning agent's activities.

Required:

  • BS in Engineering, Architecture, Construction Management with 10+ years of construction experience
    or
    15+ years of dedicated commissioning experience.
  • Must be a U.S. Citizen.
  • Must be able to pass and maintain a Public Trust clearance (HSPD-12 fingerprint background check).

Preferred: Pentagon WHS experience is highly sought after. A certified building commissioner is preferred.
