OVERVIEW

The Refugee Medical Assistance (RMA) Support Services Associate position supports the growth and operations of the Refugee Health Services Department and is responsible for overseeing all aspects of RMA and ORR-Funded Medical Assistance for URM (OFMA) Interpretation and Transportation program. The incumbent must be proficient in English and Spanish. This position is based in Arlington, VA. Some travel may be required. This position reports to the Associate Director of Refugee Health Services at USCRI’s headquarters office in Arlington, VA.


DUTIES AND RESPONSIBILITIES

• Support the high-quality and timely administration of the RMA/OFMA federal grant;

• Responsible for support services coordination and contract management;

• Schedule and coordinate appointments between interpretation and transportation vendors and clients;

• Receive client referrals via online, telephone, or app and conduct service eligibility intake;

• Develop written and digital informational materials as needed;

• Assist with presentations to community groups/organizations to help develop partnerships and collaboration of complementary program initiatives;

• Review and assess services provided;

• Perform data entry and submit monthly billing;

• Provide oversight, evaluation, and monitoring of contracts, be a critical asset in key negotiations, resolve performance issues, identify risks & propose mitigation strategies, and ensure compliance;

• Maintain and track client and vendor service records, and agency statistical reporting database;

• Analyze data, identify trends, and prepare related reports, including fiscal and policy recommendations;

• Maintain open communication with all stakeholders, alerting them of office closures and adjustments in operations;

• Contribute to the development of monitoring tools for the RMA/OFMA programs in accordance with federal program rules and the contract with the private insurer;

• Participate in desk audits to examine performance concerning program eligibility determination, essential health benefits, cost-effectiveness, customer satisfaction and Culturally and Linguistically Appropriate Services (CLAS) Standards;

• Present executive briefings and reports detailing monthly, quarterly and/or annual trends in support services;

• Provide technical assistance to the private insurer, local resettlement agencies and other implementation partners;

• Contribute towards the development of the annual plan of service, including budget in consultation with USCRI’s Department of Finance and Compliance; and

• Other responsibilities as assigned by the supervisor.


REQUIREMENTS

• Associates degree in Human Services or related field;

• Proficiency in English and Spanish is required;

• Proven work experience as a Service Coordinator or similar role;

• 2 or more years of contract management, including negotiating, proposal development, reviewing terms and conditions, and performing risk analysis;

• Record keeping and data entry experience is preferred;

• Strong customer service, analytical, and problem-solving skills;

• Working knowledge of the self-insured health plan model and the overall refugee resettlement process; must have demonstrated track record of cultural competence and experience working with international populations;

• Proficiency with MS Office applications (Word, Excel, Access, database/spreadsheet, presentation, etc.) and other related accounting applications;

• Must be conscientious and detail oriented, recognizing unusual patterns and troubleshooting for operational improvement and efficiencies required;

• Ability to establish and maintain professional relationships with program partners;

• Excellent written and interpersonal communication skills and the ability to communicate with a diverse range of individuals;

• Excellent time-management and organizational skills; ability to work as a team member and independently, with a high level of self-motivation and ability to meet goals and deadlines in a fast-paced

environment.


TRAINING REQUIREMENTS

• Satisfactory completion of USCRI’s Orientation and Training; and

• Complete additional training as identified by supervisor or Human Resources.
