PSL Branch Head Policy & Doctrine Support

DUTIES AND RESPONSIBILITIES:

• Provide support for Policy and Doctrine development to PSL and/or PSL Deputy as required in order to manage HQ Marine Corps Law Enforcement policies and doctrine. Support will be executed within the NCR and in office support will be coordinated 48 hours in advance
• Assist HQMC PP&O PS in providing Marine Corps-wide law enforcement and security policy support including, but not limited to, Marine Corps Orders (MCO), naval messages, point papers, and other directives/regulations and policy letter development, revision, staffing, review and coordination. This includes drafting positions on orders/directives at levels above USMC (SECNAV, DoD)
• Assist PSL in providing Marine Corps MP/ Law Enforcement (LE) doctrine development including, but not limited to, coordination, revision, review, and development of new and existing doctrine Marine Corps Warfighting Publication/ Marine Corps Reference Publication (MCWP/MCRP)
• Assist in the development of Marine Corps LE future concepts, campaign plans and other special projects as required
• Provide support for law enforcement and operational planning for the development and delivery of HQMC plans, policy, analysis, training, and exercises for emergent law enforcement requirements for PSL. The Contractor shall provide support to and assist with the development and/or review of concept plans, Marine Corps Orders, Strategic Plans, and other SECNAV or Department of Defense doctrine and policy
• Contractor support may be required to travel in support of coordination meetings, Senior Leader Training Events, Operation Advisory Groups, Law Enforcement Conferences and DOD Training as required,
• Carry out other tasks as requested and assigned by the corporation, in time and manner. Likewise, the employee must adhere to and abide by what is established in the policies, regulations, codes, and provisions of the company. For example: To Download and install of apps needed, to take on-line training, etc.

REQUIRED:

• Bachelor’s degree in Criminal Justice or closely related field
• A minimum of ten (10) years’ experience in Marine Corps Law Enforcement Program, or DOD/Federal Level Law Enforcement Program/ Agency, including achieving the rank of Maj, MSgt, GS-10, Project Manager or fifteen (15) years’ experience in Criminal Justice/ Law Enforcement achieving the position of Assistant Special Agent in Charge, Operations Officer, Lead Instructor, or Criminal Justice/ Criminology Professor
• Policy and Doctrine Writing Experience (authored and/or staffed a minimum of two (2) DOD level documents)
• Authored and published a minimum of five (5) law enforcement, criminal justice related resources
• Graduate of DOD level staff officer, Action Officer Course
• Ability to conduct root analysis

PREFERRED:

• Master’s Degree or PhD in Criminal Justice or closely related field
• Experience working as Policy and Doctrine or Law Enforcement Subject Matter Expert within DOD/Criminal Justice
